State Duma finally adopted the draft law on electronic vouchers

The State Duma of the Russian Federation on Thursday, May 19, adopted in the second and immediately in the third reading the bill on electronic ticket. This is reported by TASS with reference to the results of the voting of deputies.

Note that the document was submitted to the State Duma in November 2019. The bill provides for the formation of a special electronic system where suppliers of tourist products will enter information about tours. In case of failure to fulfill this obligation, the tour operator may be excluded from the relevant register.

At the same time, the second reading was supposed to take place in the summer of 2020. However, it was carried over from session to session. As a result, the deputies considered amendments that propose to make the electronic ticket free for participants in the tourism industry, as well as to prohibit the tour operator from selling packages without transferring information from the contract with the tourist to a single information system.

In addition, the amendments suggest that the implementation of tours is not allowed without the travel agent sending the partner who formed the offer a notification of the conclusion of the relevant agreement in the manner and within the time period established by the rules for the functioning of the unified electronic tour system.

It is planned that the innovation will protect tourists from unscrupulous companies and help monitor the status of the tour. For example, whether funds were received from a travel agent to a tour operator, whether an air ticket was paid, etc. with a request to postpone the adoption of the bill on e-ticket. However, judging by the meeting of the State Duma, the authorities decided not to postpone the reading for a longer period.
